Assess Feasibility and Conduct Centralized Data Access Pilots with Priority Partners
Before launching any centralized data access pilot, conduct a feasibility assessment evaluating governance constraints, partner permissions, technical infrastructure, security requirements, and expected efficiency gains. Where feasibility is confirmed, conduct one or more pilots (e.g., with NSCS, NDOL, and other willing partners) to test governance, workflow, and technical feasibility of centralized data access and reuse. If feasibility assessment determines a pilot is not warranted, document findings and revisit in a future cycle.
