Establish a standard framework defining cadence, minimum contents, methods, review steps, and publication approach for recurring products across priority domains.

Establish and periodically update a structured process for identifying, prioritizing, and sequencing analytic and evaluation work based on decision needs, partner input, feasibility, and system risk.

Maintain reserved analytic capacity to respond to urgent decision needs without disrupting planned work.
