Data Policies
NSWERS governs the data it stewards in accordance with federal and state laws, such as the Family Educational Rights and Privacy Act (FERPA), [20 U.S.C. 1232g, and applicable regulations at 34 C.F.R. 99] and UI Wage Data [20 C.F.R. Part 603 and Neb. Rev. Stat. §§48-612 and 48-612.01].
Data Standard and Data Specifications
The NSWERS data standard defines the data collected by the NSWERS data system. It was developed in collaboration with the NSWERS Data and Technology Committee members (data experts from all partner entities). The standard outlines the systems and services that create, exchange, and consume data via a common set of exchange formats. Through the data standard creation process, four NSWERS data file specification documents were developed: PK-12 education, two-year postsecondary, four-year postsecondary, and workforce.
Data Submission Calendar
NSWERS has established dates and timelines necessary for data submission from the partners into the data system. This annual calendar outlines submission, validation, and certification dates for PK-12 education, two- and four-year postsecondary education, and workforce entities (annually, triennially, or quarterly).
Data Sharing Agreements
NSWERS maintains data sharing agreements with each partner and affiliate entity.
Data Storage and Security
NSWERS maintains the highest security requirements for data collection activity. Data are collected through a highly restricted IT infrastructure. The NSWERS system was designed to fulfill the data security needs of federal contractors working for the U.S. Department of Defense, meeting strict cybersecurity and compliance requirements.
Data Verification and Validation
NSWERS has stringent verification and validation requirements. Data submitted to NSWERS is subjected to multiple levels of validation to ensure compliance with NSWERS data specifications. These extensive data quality routines ensure all data are accurately categorized and stored, enhancing computing efficiency and mitigating cybersecurity risks.
Data Obligations
NSWERS and its partners have many obligations; legal, ethical, proprietary, and more. As such, data sharing processes are guided by best practices from legal counsel, national experts, and the U.S. Department of Education’s Privacy and Technical Assistance Center (PTAC).
Data Privacy and Security
As an organization entrusted with data, NSWERS prioritizes data privacy and security. NSWERS data is only accessible for the legitimate business of NSWERS and as required in the performance of its job functions. Under no circumstances are data released or disclosed without prior approval from the NSWERS Executive Council.
